Sample budget for a 20,000 sq ft community road
An example, so your board can see the math. Your real numbers come from measuring your roads and lots.
| Item | Per visit | Per year set-aside |
|---|---|---|
| Sealcoat 20,000 sq ft | $3,000 to $3,800 | $1,000 to $1,900 |

How to compare HOA paving bids
Two bids can look far apart because they price different work. Ask every contractor to put these in writing:
- The measured area. Same square footage and linear feet of cracks on every bid.
- The crack sealant. Ours is hot-pour rubber that meets ASTM D3405 or D6690.
- The sealer. Ours is asphalt-based, with polymer and aggregate added.
- The paving thickness. Ours is 3 or 4 inches of hot mix in two compacted layers.
- Base work. Soft ground needs a new 21A stone base. We quote it separately, before work starts.
- The access plan. Which sections close, on which days, and how residents get in and out.

Keep residents moving during the work
Closing every road at once may not be practical. Where the site allows, we pave and seal in sections, so homes, entrances, deliveries and trash pickup stay reachable.

Bring a pavement plan to your next board meeting

HOA paving budget: common questions
How much does it cost to sealcoat an HOA road in Michigan?
In 2026, communities and businesses paid us $0.15 to $0.19 per square foot. A 20,000 square foot road comes to about $3,000 to $3,800 per visit, plus crack filling.
How often should an HOA sealcoat its roads?
Every 2 to 3 years for pavement that is still sound. Fill the cracks first, then seal, then restripe.
How much should an HOA set aside each year for asphalt?
It depends on how much pavement you have and its condition. In our 20,000 square foot example, sealing and crack filling come to about $1,400 to $3,025 a year, before repairs and resurfacing.
Can residents still get in and out during paving?
Where the site allows, we work in sections so homes, entrances and parking stay reachable, and we coordinate trash and delivery access.
Do you give HOA boards a written pavement plan?
Yes. We walk the property and give you a written plan of what to fix now, what to maintain and what to budget for later, at no cost.
